at this point just trying to guage interest

I'm considering having th IEEE sponsor it or possibly some other entity and
the timetable is rougly sometimne in the spring most likely though there
might be a few informal get togethers on the e-mail or maybe even physically
if there's enough interest

I keep you poseted
